Palestinian Security officials said Mohammed Jabbarin was unarmed, and was shot after he hurled rocks at patrolling troops. The IDF said troops operating in Ramallah shot an armed individual laying a roadside bomb aimed at soldiers. An explosive device was found at the scene, the army said.
